You can complete a Test Cycle that is in "ACTIVE" status.

Launch a Test Plan issue

Click the "Gear" icon from a Test Cycle in "ACTIVE" status

Click "Complete" from "WORKFLOW"

Once the Test Cycle has been completed, its status will change to "COMPLETED"
